Dress Code: inappropriate or revealing clothing (such as short skirts, belly tops, strapless and low cut shirts, pants dropping below the hip line and clothing with alcohol, drug or offensive language) will not be tolerated.

Update on the Review of Applications Previously Determined to be Invalid in the Qalipu Mi’kmaq First Nation Enrolment Process

April 13, 2016 – Ottawa, ON – Indigenous and Northern Affairs Canada

Today, the Honourable Carolyn Bennett, Minister of Indigenous and Northern Affairs, and Brendan Mitchell, Chief of the Qalipu Mi’kmaq First Nation, provided an update on the Qalipu Mi’kmaq First Nation Enrolment Process.

In March, Canada and the Federation of Newfoundland Indians (FNI) announced they will give individuals the opportunity to correct and provide additional documentation in support of their application for review by the Enrolment Committee.

This decision is a result of collaborative efforts between Canada and the FNI to give a broad application to the Foster and Howse court decisions and provide applicants a fair opportunity to demonstrate they should be founding members of the First Nation.

Qalipu First Nation Launches ‘Pathways to Homeownership’ First-Time Homebuyers Program

Qalipu First Nation’s Housing Division is pleased to announce the launch of the Pathways to Homeownership: First-Time Homebuyers Program.

This program provides financial assistance to eligible first-time homebuyers to support down payments, with the goal of making homeownership more accessible while promoting long-term housing stability and stronger community connections.

The application period is between 1 May 2026 and 31 October 2026. Applications will be processed by the selection committee, on a rolling basis, while funding remains available. Applicants MUST submit a complete application, including all required supporting documentation, by 31 October 2026.

It is strongly recommended that applicants review the application thoroughly to ensure that all required documents are included. Incomplete applications will not be considered. To be eligible for funding, applicants must:

  • be a member of Qalipu First Nation. * be between 19–39 years of age.
  • be a first-time homebuyer.
  • have a combined annual household net income must be below $150,000.00.
  • be pre-approved for a mortgage through a recognized lender.
  • provide a signed affidavit confirming this is his/her first time purchasing a home and a tax assessment.
  • currently reside within Atlantic Canada.
  • intend to purchase a home within Atlantic Canada.
  • not intend to purchase a home through a “rent-to-own” agreement.

Qalipu First Nation Home Energy Efficiency Initiative Reopens

Qalipu First Nation (QFN) Housing Division is excited to announce the reopening of the “Home Energy Efficiency Initiative” starting on April 6, 2026.

This program provides financial assistance to existing homeowners for the purchase and installation of heat pumps, aiming to lower home heating costs and reduce overall greenhouse gas emissions. While funding is limited, data collected throughout this initiative will be carefully analyzed to evaluate the need for similar programs in the future.

Engagement Sessions:
Community engagement sessions will begin April 7, 2026, providing an opportunity to learn more about the program and get help with your application.

Applicants MUST submit all required documentation by May 15, 2026.

It is strongly recommended that applicants and/or co-applicants review the application thoroughly to ensure that all necessary documents are included. Incomplete applications may not be reviewed or processed.

To be eligible for funding, the applicant must meet the following criteria:

  • Applicant must be a registered member of Qalipu First Nation
  • Applicant and/or Co-Applicant must be a current resident of Newfoundland and Labrador and live in the home requesting assistance.
  • Applicant MUST not have previously received support under NRCan, Greener Homes Grant, or TakeChargeNL for heat pump installation.

Qalipu Development Corporation (QDC) Board Member Recruitment

The Qalipu Development Corporation (QDC) is the business investment arm of Qalipu First Nation (QFN). As an independent, arms-length entity, QDC manages the Band’s investment portfolio, businesses, and properties while pursuing new opportunities that strengthen QFN’s economic presence.

QDC is governed by a Board of Directors dedicated to ensuring long-term prosperity and economic self-reliance for the Nation.

We are seeking qualified, dedicated individuals to join our Board of Directors. As a Board Member, you will provide high-level strategic guidance and oversight, ensuring our enterprises remain profitable and aligned with the community’s values.

Eligibility Requirements
Priority will be given to Qalipu First Nation members.
Non-members with specific, high-level expertise are also encouraged to apply.

Applicants must:
* Possess relevant skills or experience in sectors such as finance, law, business development or natural resources (fisheries, forestry, agriculture)
* Have previous experience serving on a board or committee for a non-profit or government organization (preferred, but not mandatory).
* Be available to attend monthly meeting (virtual or in-person) or as needed
* Maintain engagement and involvement between meetings by responding to emails and staying actively engaged in ongoing discussions.
* Undergo a Criminal Record Check and sign a Code of Confidentiality and Code of Conduct.
* Perform duties objectively and fairly, working with fellow board members to ensure positive outcomes that advance objectives of QFN.
* Serve on a volunteer basis. Travel expenses and per diems will be provided for required travel in accordance with QDC policies.

Message from Chief Jenny – November 28

On November 22, Council held our most recent meeting, marking nearly a year since we were sworn in. From the start, we committed to accountability and serving our members with dedication. It was rewarding to see the many ways Council has engaged with members, often going beyond expectations. I am proud to serve alongside the representatives you elected and am hopeful for the years ahead.

As we reflected on our work, one common theme emerged, the frustrations and misconceptions we hear about programs and enrollment. I want to take a moment to clarify.

Like other Nations across Canada, we administer programs that support health, including Jordan’s Principle, housing repair, education and other supports. When funding is provided, it comes with contracts that include strict guidelines and parameters. We know this can feel limiting, particularly when members don’t meet the criteria. Still, we do our best to accommodate as many people as possible. Each program is reviewed by committees of staff, Council members, and community representatives, then passed to our finance committee and, if feasible, recommended to Council for approval. We also regularly review programs to improve their success.

It’s important to understand that program guidelines are not created by Council, they are set by funding agencies, and we are required to follow them. This includes enrollment.

As with all federally recognized bands, enrollment is determined by the federal government, with criteria set by Canada. Our role is to assist members with applications and provide guidance where we can.

We understand these processes can be difficult, and we share your frustrations as our families are also affected. That is why we continue to advocate strongly with all levels of government and pursue economic development opportunities to grow our own-source revenue. This will allow us to expand services beyond the limits set by the funders and reach more members.

Our Council remains committed to open communication and transparency. We have discussed future plans to host virtual and in-person engagement sessions with members to focus on topics that can best inform you. By clarifying program operations, we hope to reduce misunderstandings and make services easier to access. Thank you for your trust and engagement. Your feedback is vital to our growth as a Nation.

 

Seniors Emergency Home Repair Program (2)

[Funds Exhausted] Qalipu First Nation Launches Seniors Emergency Home Repair Assistance Program

Qalipu First Nation Housing Division is pleased to announce the launch of the Seniors Emergency Home Repair Assistance Program, designed to help senior homeowners safely remain in their homes during urgent situations. The program provides financial support for critical home repairs that, if left unaddressed, could make a home unsafe or unlivable.

The program provides up to $5,000 in financial assistance for critical repairs. It is open to Qalipu First Nation members aged 55 and older living in Newfoundland and Labrador. Applicants must submit all required supporting documentation, and it is strongly recommended that all applicants and co-applicants review the application in its entirety to ensure that it is complete before submission. Incomplete applications will not be processed.

To qualify, applicants combined annual household net income must not exceed the following:
